Aid Resource for Private Utilities Debt in Washington
Foreword:
In order to best navigate getting the assistance you need, it helps to know the structure of the energy utilities and how they are regulated. There are three private energy utilities in Washington: Avista, PacifiCorp, and Puget Sound Energy. Each of these utilities has their own set of programs for supporting customers during the COVID-19 pandemic.

These three utilities are regulated under the Washington Utilities and Transportation Commission (UTC). If you have a problem with your utility, in theory, you should be able to go to the UTC for complaints, which they have a hotline for (1-888-333-9882). However, our team often hears that the UTC staff that responds to number often redirects you back to your utility for the resolution of whatever issue a customer is having.
This tool is designed to let help you navigate each of these utilities support programs, such that if you run into a problem, you can reach out to the UTC and state that you've worked through all options your utility has provided. Know your options, know your support. We hope this helps.

Lastly, this tool has information on a statewide support program, LIHEAP. If you are not a customer of a private utility, you will still be able to apply for LIHEAP funding assistance if you meet the qualifications.
