The Missouri Department of Elementary and Secondary Education is mandated to report to the Missouri Legislature the educational status of blind students. Please provide information concerning blind students (ages 3 through 21) who are eligible for the Federal Quota Registration and enrolled as of January 1, 2021. If you have questions, please contact the Office of Special Education at 573-526-4995. The survey needs to be completed by January 31, 2021. 
 
Definition of Blindness:
(Federal Quota Registration) "...Central visual acuity of 20/200 or less in the better eye with best correction; a peripheral field so contracted that the widest diameter of such field subtends an angular distance no greater than 20 degrees; or visual performance reduced by a brain injury or dysfunction when visual function meets the definition of blindness as determined by an eye care specialist or neurologist..."
