United Way of King County is partnering with The City of Seattle to invest over $600,000 in CARES Act Coronavirus Relief Funds to address food insecurity in communities most impacted by COVID-19. The funds will support organizations that support Black, Indigenous, and People of Color (BIPOC) and Immigrant/Refugee led food programming and partnerships that have formed in response to the COVID-19 pandemic in the city of Seattle. The Community Food Fund (CFF) dollars must be spent by 12/30/2020, and organizations can apply for up to $50,000. Traditional food banks are excluded from applying to this funding opportunity as they will be funded through another process.

Community Food Funds can be used for the following purposes:

  • Meal, grocery, or other food security programs led by or in partnership with BIPOC and Immigrant/Refugee communities.
  • Food partnerships formed in response to the COVID-19 pandemic led by and supporting BIPOC and Immigrant/Refugee communities.
  • Meal, grocery, or other food security programs that have incurred additional costs as a result of COVID-19 and serve BIPOC and Immigrant/Refugee communities.
  • Equipment necessary to feed people

The grant review team will also prioritize Community Food Funds for:

  • Collaboration to provide food for BIPOC and Immigrant/Refugee communities in response to COVID-19. The grant review team will look for evidence of projects and programs undertaken by a collaboration of two or more programs because the scope or complexity of the project will benefit from each organization’s particular expertise or provided services, or will enable more effective and efficient delivery of the program or services than individual organizations working alone or separately. It includes:
    • Jointly developing and agreeing upon a set of common goals and direction by coordinating services to the focus population.
    • Sharing the risks and responsibilities for obtaining those goals.
    • Working together to achieve goals, using the expertise and resources (such as personnel, space, equipment, supplies, and other valuable items) of each collaborator.
    • Jointly developed structure.

Eligibility to apply

  • Must spend funds before 12/30/20
  • Must complete basic reporting

AND

  • Applicant must meet all licensing requirements that apply to its organization. Companies must license, report and pay revenue taxes for the Washington State Business License (UBI#) and Seattle Business License, if they are required by the laws of those jurisdictions.
  • Applicant must have past experience conducting successful outreach to the target population and successfully providing either ongoing community-sponsored services related to this RFP or related services funded by the City of Seattle, Washington State, United Way of King County or other funder.
  • Applicant is incorporated as a private nonprofit corporation in the State of Washington and has been granted 501(C) (3) tax exempt status by the U.S. Internal Revenue Service, the applicant’s 501(C) (3) status must be in good standing and must not have been revoked in the previous calendar year.

OR

  • Applicant is a public corporation, commission, or authority established pursuant to RCW 35.21.660 or RCW 35.21.7301, and the applicant’s status as a legal entity must be in good standing and must not have been revoked in the previous calendar year.

OR

  • Applicant has a fiscal sponsor that has 501(C) (3) tax-exempt status.
  • Applicant or its fiscal sponsor has a demonstrated capacity to ensure adequate administrative and accounting procedures and controls necessary to safeguard all funds that are awarded under the terms of this RFI.
  • Applicant must have a Federal Tax ID number/employer identification number (EIN) to facilitate payments from the City of Seattle to the provider.
